A DRRM Experience

Questions:
1. What have you learned from the DRRM Seminar?(key concepts, state facts, statistics, hazard maps, pcva, paradigm shift in DRRM, first aid, basic life support)
2. Why do we need to address the issue of disaster preparedness?

3. Research about the Implementing Rules and Regulations of RA 10121.Choose 3 sections in the act that made an impact on you. Why?

(explain the process you did in conducting the assessment, state the location of your community, different hazards, different vulnerabilities and capacities assessed)


5. You, as a Thomasian student, what ACTIONS should you take to address the different vulnerabilities of your own community? What ACTIONS should you take to INCREASE that capacities of your own community?


6. When is the best time to address the issues of Disaster Risk Reduction Management Seminar? Who should be involved in addressing these issues?

Answers:
1.) Disaster is the serious disruption of the functioning of society causing widespread of human and environmental losses, also a disaster occurs when the negative effects of the hazards are not well managed. In the seminar I came to know what necessary precautions I must do in helping someone when a disaster strikes. In the seminar it gave me insights of places where most hazards occur. 

In the past 30 years since 1980, the Philippines have a total of 363 natural events such as typoons and drought that caused disaster in the country both in living conditions of the people and their livelihood. Bygone are the days when we sit and do nothing about the calamities that happens to us, today we are preparing ourselves and we take on early warnings and precautions before a disaster strikes, and if so we are prepared. In the seminar it taught us how vulnerable we are when a disaster strike, and what ways or approaches we do to overcome such vulnerabilities (the top-down approach and the bibingka approach).
 In this seminar it gave me the knowledge that we are high risk if we are very vulnerable and we are low in capacity of giving assistance to those that are affected, one good example of this when Typhoon Ondoy stroked Central Luzon and many families got affected due to floods, landslide and other hazards that occurred that day.

First aid is said to be a temporary treatment to a person who is in need of medical attention. In the seminar it taught as what is first aid and how to perform it. We were reminded that in doing this we should take necessary precautions before aiding the victim, such as the condition of the location where the victim is, after checking that the place is safe, approach the victim and see if the victim is conscious and if not, we must perform properly the ABC procedure (Airway Breathing Circulation). We were also few basic tips in immobilizing an injured person, if splints were not available we should find any materials in the place to substitute the splints, like the tables or anything that has flat surface and can be dismantled.

2). This seminar addressed the issue of disaster preparedness because we Filipinos cannot deny that in the past years we came to face disasters unprepared and if we were prepared, its not sufficient to address all of the affected families. And as a youth and being a student we should see to it that in the next disaster to come we should not be part of the statistics, the statistics is the number of people who got affected by the calamities.

In accordance to the file I have downloaded in the given website above, there are 26 rules with corresponding sections, and was signed by Voltaire T. Gazmin the Secretary of National Defense and Chairperson of the NDRRMC (National Disaster Risk Reduction and Management Council) during that time. The three sections that made an impact to me were Section 7. Information and Public Awareness on Hazards, Vulnerabilities and risk which is under Rule 6, and Scetion 1 & 2 of Rule 8 the National Disaster Risk Reduction and Management Training Institutes. 
Reasons why I chose
 Section 7 of Rule 6:

  •      Because its very important for the people living in a community to know whether their place is safe when natural events strikes, and also to let the people do something about the hazards in how to control the damages that might be caused by the disaster.  The other reason that made an impact to me is because during the seminar, we were given handouts and in the handouts it was given there exact location of hazards that occurs in every municipality. 
Section 1 of Rule 8:
  • In this section it gave the exact purpose why this act existed and implemented and I chose this because in this section the responsible agency (which it may be) will provide the necessary materials in training the private or public individuals in how and what to do when a disaster strikes which the quality of service will be seen.
Section 2 of Rule 8:
  • I chose this because it gave us an assurance that every training programs held by the NDRRMC are well planned and organized, and every programs are instructed by professionals and the quality of expertise in training individuals is very high which assures that everyone involved in the program is in the best interest of implementing common good to fellow members of the society.
4.) 
  • A.) The leader asked every member of the group where they live and what are the hazards seen by them. Also we were asked what are the capacities assessed by their local government units. And as everyone share their knowledge about the capacities assessed by their LGUs , one member would write it down and those who are finished sharing their ideas are the ones that cuts or folds the cartolinas.
  • B.) Everyone shared their ideas and mine was also included, I live in Paranaque City, the different hazards that I encounter would be clogged canals caused by the informal settlers, the different vulnerabilities would be flooding, and high risk of getting Leptospirosis, and the capacities that are assessed would be quick action of fire stations and health clinics private or public.
5.) As a Thomasian student, the most possible way I can decrease the vulnerability of my community would be throwing my trash in proper disposal bin and to participate in community building projects and volunteering to organizations that will help my community in decreasing itss vulnerability when a disaster happens. The action I can take to increase the capacity of my community would be giving donations to organizations that are related to it and participating in programs when there is a need of assistance. 

6.) The best time in addressing the issue would be as soon as it can and if there is a necessary reason to address it again because the people and the government should see this issue and do something about it, because it will benefit everyone not just the public sector but every human in the country, and as the issue is resolved we will know what to do and we are prepared, and the ones who were in the statistics before will not be a part of it again and the cost of damage to us will be lessen. The one who should be involved in this issue is first would be the government they should address and resolve this, but in addressing the issue the government is not the only one to part take to resolve it, the people also should do something about this because if we want our community to rise we must unite and cooperate to the government's action in resolving this issue.
